Families may use “personal care home” as a general description for a residential setting that helps with daily needs. Arkansas uses several official facility classifications, including Assisted Living Facility Level I, Assisted Living Facility Level II, and residential care facilities. The Arkansas Department of Human Services (DHS), Division of Provider Services and Quality Assurance, oversees licensed providers and publishes a public long-term-care facility search.
A directory listing, business name, or advertisement does not prove that a facility is licensed or appropriate for a particular person. Before choosing care, confirm the facility through Arkansas’s official records and make sure its classification and services match the resident’s needs.
Understanding Level I and Level II assisted living
Arkansas’s current rules describe Level I assisted living as a residential setting that provides or coordinates services identified in each resident’s agreement. Services may include homemaker help, attendant care, medication oversight, occasional or intermittent assistance with activities of daily living, transportation, and 24-hour response staff. Care is intended to support dignity and independence.
Level II assisted living may serve residents who meet a higher level-of-care standard, including certain people who are medically eligible for nursing-home level of care or receive services through the state’s assisted-living waiver. Arkansas DHS explains that Level II facilities assist with activities of daily living in a residential setting and provide shared spaces and support on a 24-hour basis. People who require skilled care may not qualify for the assisted-living waiver program.
These classifications do not tell you everything about a home’s staffing or whether it can meet one person’s needs. Ask the facility to explain its current license, approved capacity, services, limitations, and admission or discharge criteria.
How to verify an Arkansas facility

- Search by facility name or select the appropriate county.
- Confirm that the facility name and physical address match the location you are considering.
- Open the facility record and review its classification, licensed beds, administrator, ownership, and available certification information.
- Compare the state record with the facility’s description of its services and level of care.
- Ask the facility to explain any missing, inconsistent, or outdated information before signing an agreement.
Arkansas DHS also provides a Long Term Care Facility Map that links to facility details. Licensing information can change, so check the official record again near the planned move-in date.
Questions to ask before choosing a facility
- Is the facility currently licensed, and what exact Arkansas classification appears on its license?
- Does the facility operate as Level I, Level II, a residential care facility, or another provider type?
- Can it safely meet the resident’s current and reasonably anticipated needs within its licensed scope?
- What is the total licensed capacity, and how many residents currently live here?
- Who is available overnight, and how are unscheduled needs and emergencies handled?
- How are medications supervised, administered, documented, and reviewed?
- Which services are included in the regular price, and which services cost extra?
- Can we review the occupancy or admission agreement, service plan, complete fee schedule, residents’ rights, and discharge policy before signing?
- How does the facility respond when a resident’s needs change or after a hospital visit?
- What recent survey or complaint findings should families understand, and what corrections were made?
- May we speak with current residents or families who have agreed to be references?
Visit in person when possible. Observe cleanliness, food, staffing, accessibility, safety practices, resident engagement, and how staff speak with residents. A directory page, website, or telephone conversation cannot replace an in-person review.
Complaints, resident advocacy, and urgent concerns
Arkansas DHS lists complaint contacts through its Division of Provider Services and Quality Assurance. The DPSQA contact page identifies a complaint route for home- and community-based services, including Level I and Level II assisted living facilities. The Arkansas Long-Term Care Ombudsman Program is a resident-centered advocacy program that works to protect and improve the quality of life and care for people in long-term-care facilities. Arkansas DHS provides an ombudsman contact route through its Report a Concern page.
Suspected neglect, abuse, or maltreatment of an adult can be reported to Arkansas Adult Protective Services at 1-800-482-8049. If someone is in immediate danger or needs emergency help, call 911 first.
